For property registration in Bangalore, stamp duty is generally 5% for a resale property, plot or site, while qualifying first registrations of flats can attract 2% or 3% under Karnataka's concessional provisions. The registration fee is 2% from August 31, 2025. In Bengaluru urban areas, applicable cess and surcharge are added to the stamp duty. The final amount depends on the property type, transaction value and applicable government valuation.
What Are the Stamp Duty and Registration Charges in Bangalore in 2026?
Stamp duty is the amount charged on the property document under the Karnataka Stamp Act, 1957. Registration fee is a separate charge paid to register the document with the Department of Stamps and Registration, Government of Karnataka. For most Bangalore property transactions, the standard stamp duty is 5%. However, Karnataka provides lower rates for the first registration of qualifying flats or apartments.

The 2% and 3% rates come from Article 20(2A) of the Karnataka Stamp Act and apply to qualifying first registrations of flats or apartments. They should not be treated as general slabs for every property purchase. A resale property does not automatically get the lower rate simply because its value is below ₹45 lakh.
The 2% registration fee is separate from stamp duty. The Government of Karnataka increased it from 1% to 2% through Notification No. RD/46/MNMU/2025, dated August 29, 2025, with effect from August 31, 2025.
Cess and surcharge
Cess and surcharge are calculated on the stamp-duty amount, not simply added as another 10% or 2% of the property value.
Under Section 3-B of the Karnataka Stamp Act, an additional duty of 10% of the stamp duty applies to specify instruments. In Bengaluru urban areas, an applicable 2% surcharge on the stamp duty can also apply.
For a property attracting 5% stamp duty, this means:
“5% stamp duty + 0.5% cess + 0.1% urban surcharge + 2% registration fee = 7.6% of the property value”
So, the commonly quoted 7.6% figure is not simply "5% + 2%". It comes from adding the applicable cess and surcharge to the 5% stamp duty, followed by the 2% registration fee.

How Much Are the Charges for Different Property Values?
The following examples show how the charges work. These examples assume the property falls under the 5% stamp-duty rate and is within a Bengaluru urban area where the 10% cess and 2% surcharge on stamp duty apply.

Important: These examples use the 5% rate. A qualifying first registration of a new flat or apartment can have a lower stamp-duty rate at the applicable value bands. The reduced rates do not generally apply to resale properties, plots or sites.
For example, a qualifying first-registration flat valued at ₹40 lakh can attract 3% stamp duty instead of 5%. The basic calculation would therefore be:
Stamp duty: ₹40,00,000 × 3% = ₹1,20,000
Cess: ₹1,20,000 × 10% = ₹12,000
Urban surcharge: ₹1,20,000 × 2% = ₹2,400
Registration fee: ₹40,00,000 × 2% = ₹80,000
Total = ₹2,14,400
The applicable rate must be confirmed based on whether the transaction qualifies for the first-registration concession.
How Do You Calculate Stamp Duty and Registration Charges in Bangalore?
The calculation starts with the property value applicable to the transaction. The amount used for registration may not always be the same as the negotiated sale price. The government valuation or guidance value applicable to the property must also be considered.

The basic calculation is:
“Stamp Duty = Applicable Property Value × Applicable Stamp Duty Rate”
For example, if the applicable value is ₹50 lakh and the stamp-duty rate is 5%:
₹50,00,000 × 5% = ₹2,50,000
The registration fee is calculated separately:
Registration Fee = Applicable Property Value × 2%
For a ₹50 lakh applicable value:
₹50,00,000 × 2% = ₹1,00,000
Then add the applicable cess and surcharge to the stamp-duty amount.
For a ₹50 lakh property attracting 5% stamp duty in the Bengaluru urban area:
Stamp duty = ₹2,50,000
Cess = ₹25,000
Surcharge = ₹5,000
Registration fee = ₹1,00,000
Total government charges = ₹3,80,000
This works out to 7.6% of ₹50 lakh in this example.
The important point is that 7.6% is not a universal rate for every property transaction. A lower stamp-duty concession, a different local body, or a different type of document can change the final amount.

Property registration and related payments in Karnataka are handled through Kaveri 2.0, the online system of the Department of Stamps and Registration, Government of Karnataka.
The process begins with the Pre-Registration Data Entry and Appointment Booking (PRDE) module. The applicant enters the required document, party and property details. Kaveri then processes the transaction details and displays the applicable charges.
The practical flow is:
Log in to Kaveri Online Services and access Pre-Registration Data Entry and Appointment Booking (PRDE).
Check the applicable property value and the stamp duty and registration fee calculated for the transaction.
Complete the required payment through the available payment process.
Save the payment acknowledgement or receipt.
Complete the registration appointment at the relevant Sub-Registrar Office.
Karnataka has also introduced the Karnataka Stamp (Digital e-Stamp) Rules, 2025. The rules provide for a government digital e-stamp system through which stamp duty can be calculated and paid electronically, with the digital e-stamp carrying a unique number and being stored in the government's digital repository.
