The New e-Khata Data Architecture: What It Means and Why It Matters
This is the most significant technical development announced. The government is not just digitising records it is rebuilding the data architecture of Bengaluru's entire property database.
Previously, a Khata (manual or early e-Khata) contained: owner name, property address, SAS ID, and tax assessment details. That was it.
The new e-Khata system embeds five additional layers of data into every property record.

Kaveri Software Integration at Sub-Registrar Offices
Alongside the GPS and Aadhaar integration in e-Aasthi, the government has also introduced Kaveri software at all Sub-Registrar Offices (SROs) in Bengaluru.
This means: when you register a sale deed or any property document at the SRO, the Kaveri software now cross-checks the property details against the digital e-Khata records in real time.
The owner's name in the sale deed must match the Aadhaar-linked e-Khata record
Property area and survey number must match the GPS-tagged e-Khata
Any discrepancy flags automatically; the registration cannot proceed until resolved
In practice, you can no longer register a deed for a property with mismatched records. The system will catch it.
What Is the Khata Mela?
50+ Centres for New Applications and Rectifications
A 'Khata Mela' is a government-organised drive to bring property owners, especially those without e-Khata or with errors in their existing records, into the system quickly.
DK Shivakumar announced the opening of more than 50 centres across Bengaluru, many of them in government school buildings, specifically for two purposes:
Applying for e-Khata if you do not have one yet
Rectifying errors in an existing e-Khata, such as wrong name, wrong area, wrong classification

Previously, B-Khata conversion requests could remain unprocessed for months or years without accountability. Under the new Uniform Land Records Management System announced by the government, officials must dispose of B-to-A Khata conversion applications within 15 working days.
